The most effective way to gain muscle while losing PBF?

I am a 20y/o male college athlete who is looking to gain muscle mass while losing a few pounds of body fat. My PBF is currently 15%. And my lean body mass is 137 lbs. I currently weigh 160.5, and would like any suggestions/tips to go about increasing my weight in muscular mass, while going down...
