Ecto-mesomorph looking for a program/routine to build muscle mass.

I have started working out about 2 years ago, but am still not seeing any significant muscle gains. Some people have told me that I have to work out with respect to my body type, but others say it does not matter. I REALLY want to gain some muscle mass, so please give me any advice that you can.
