15% body fat - lose fat or build muscle?

I've been cutting my body fat and I've managed to get from 20% down to 15%. Should I keep cutting fat til I get to the 10% mark and start a clean bulk from there or start building muscle now? Ideally I'm wanting a lean, ripped physique - I don't wanna get huge. I know I've not built anywhere...
