What can I do better to build muscle ?

So I'm trying to build my glute muscles, while only building my leg muscles so that they're relatively proportionate . I'm pretty skinny, 131lbs, aprx 5"9. Relatively narrow hips, small calves and thighs although they've grown since I've been working out, so I think they're a good size now...
