I'm skinny-fat. Where should I focus? Weight loss or muscle gain?

I would describe myself as skinny-fat. Like E.T. I'm 35, 5'10, 186 lbs. Not terrible shape but I can do a lot better. I have a tendency for skinny arms and legs with a gut. I can run an easy five miles and pass a Navy physical fitness test in the upper 60 percentile. But I'd like to get leaner with...
