Possible to lose fat while gaining muscle?

I weigh around 210lbs. Should I cut and get down to 15% big before I start bulking? I eat about 2500-3000 calories a day, I don't think I'll lose any weight eating 2000. Every time I've lost weight Ill eat 1200-1500 a day. I want to weight train, gain size, but also lose fat, is this possible?
