Lose fat or build muscle?

Hi, I am a 29 year old male weighing 96 kgs (211 lb). I am 6 ft tall. Should I be aiming to lose fat or build muscle? I have a stocky build and should I be taking protein powders also if my goal is to lose weight. I am not obese but also not lean. Thanks for your help!
