Should I lose fat first before trying to build muscle

I'm 4 foot 11 and 119 pounds, I'm fed up of dieting but, have still got around 15 pounds to lose, I lift weights and do bum exercises and cardio, I want to ditch the diet and start building my glutes and eating a lot more calories, should I get rid of all the fat on my body first? Will I just end...
